Response to incidents of national significance requires multi-jurisdictional coordination, communication and management. Understanding that federal and state resources may take upwards of 72 hours before arriving to the incident scene, response organizations within the Greater Nashville Homeland Security District 5 are prepared to take on the challenge to identify their gaps and define their strengths if such an event were to occur in the Nashville area. The Mayor of the Metropolitan Government of Nashville and Davidson County Bill Purcell, in coordination with the Greater Nashville Homeland Security District 5 (Davidson, Sumner, Williamson, and Wilson counties), is sponsoring the Emergency Preparedness Challenge, a limited full-scale, field exercise planned for April 7-8, 2006. This exercise will involve all aspects of emergency response within the District, including the involvement of 14 hospitals and upwards of 3,000 participants.
A 3-day conference was held in February 22-24, 2005, desiged to prepare Greater Nashville Homeland Security District 5 for this full-scale exercise. A lessons learned report discusses the findings from this conference. Following the exercise, an after action report will reinforce good practices within this district as well as identify areas for improvement and a strategy for corrective actions. Emergency Preparedness Challenge Exercise Major Objectives


(1)  Test the Greater Nashville Homeland Security District 5 health care system to respond to a terrorism incident causing mass casualties and victims.


(2)  Convene Greater Nashville Homeland Security District 5 (Sumner, Wilson, and Williamson) in a terrorism-functional exercise designed to test and evaluate emergency policies, plans, systems, logistics, procedures, and personnel in a terrorism incident.


(3)  Demonstrate the strengths and limitations of federal and State capabilities to support Greater Nashville Homeland Security District 5 in a biological terrorism scenario.


(4)  Educate and train emergency personnel and health care providers about lessons learned from real-world biological terrorism events and exercises as well as emerging threats.


(5)  Enhance the capability of elected officials to perform risk communications about terrorism threats and incidents with their constituencies.


(6) (Optional) Educate and train emergency personnel and health care providers about lessons learned from real-world biological terrorism events and exercises as well as emerging threats.
