Around here... track that is rated for that low of a speed, is old, well behind on regular maintenance and not worth expensive upkeep doe to low volume of traffic. Typical spur lines.

Regular through traffic lines with high volume warrant these upgrades.

So... either they are lying about the speed, or the contractors that did the upgrades siphoned the money and didn't do the work they claimed they were doing.
