I have a sneaking suspicion that report of the guy's complaints about electronic harassment and being stalked got circulated among law enforcement and maybe a bunch of them knew what was going on and let the guy fire the place up because there was no official way to shut it down.

Also has me wondering exactly what was being done in the offices that he attacked.
