Any action taken by any authorities to stretch the response time on an active shooter case to 30 minutes is a criminal act.

My guess is the CERT team guys are now running for their lives because they are in a lose/lose situation. The tactical community will call them cowards, and rightfully so, for holding back the way it went down in the Colorado school shootings, and then they made some public moves to come clean on the notion that they were ordered to stand down, which puts them in the crosshairs of their superiors who would then use the positions of authority to set them up to be killed. So they are bugging out.

In a different world, I could not blame them, but it's not a different world. Five, maybe ten minutes of murder and mayhem in the building at maximum and then it would be "fuck the dispatcher, we are going in". Boots on the ground has the better perspective, period.
