It's arterial blood, along with other body fluids. And with an injury that severe, you transport the victim any way you can. You don't always have a stretcher available. I would have been suspicious if they
did have a lot of stretchers there.
And no, severed limbs don't always bleed as much as you would expect. I'm not a doctor, and I really can't explain why.
