That's one of the problems with the current system.
There is no "legal and proper way" to get a work visa. Technically, the waiting list is years long; but in actuality, the waiting list is forever, unless you have the money to bribe government officials. Everything else in Mexico is corrupt, why wouldn't emigation be the same?
Being a free market anarchist, I would obviously rather there were
no "government services" (that's an oxymoron, like "good lawyer") for people to take advantage of. But there are, and it doesn't look like they're going away soon. But if anyone is abusing those "government services," the data shows that it isn't illegal immigrants.
