Over one million Americans compete in shooting events each year, some burn through 50,000 to 70,000 rounds a year while others only a few hundred a month, averaged out to a thousand rounds a month that is still over 12 billion rounds a year, Lake City Ammo only sells 30% of it's production to the DOD each year , 70% is civilian sales, some sheriff and police departments are already short of training ammunition for their officers. Declaring war on the American competition shooter is not a good idea.
