The public misunderstands the mission of FEMA. They mistakenly believe that FEMA is supposed to show up and "help" them fix the problem.
Wrong.
Fema shows up a week after the event, when the locals have secured and contained the area. Their purpose is to manage the situation, NOT fix it. These fed 'experts' assess the damage and determine how much federal funding will be provided and where it is to be allocated. They establish federal authority over the local emergency responders and tell them what to do.
For the most part FEMA interferes with real relief efforts. Any help or relief provided to the public comes from your own neighbors and local emergency services. The feds don't do didly squat.
