The last time we confirmed foreign troops were brought to the US, they were given uniforms that made them virtually indistinguishable from US troops.

I have seen those concrete ties here in the Portland area on the local commuter rail system, not sure about regular cargo track.

Anybody getting that close to take that picture would have been able to take more than one, preferably some with other references for time and place, like signs or buildings in the background.
