Thats the idea behind the "Free States" movement...they tried (at first) to find a small jurisdiction in New Hampshire, but it didn't pan out - not enough people were willing to move. There is a similar group in Wyoming, in the Sundance area, they have a board I frequent but I'm not sure how many people are actually there

It's a good idea but getting people to commit is nearly impossible. The area the folks in Wyoming have staked out (for very valid reasons) is nearly empty of people, which means it's nearly empty of jobs, stores, etc.
