Hurray! More free money! Here we go again. We could be getting another "stimulus" check as soon as next month. The 160 million Americans who got stimulus checks earlier this year would get another payment as soon as next month under a plan being negotiated by Treasury Secretary Steven Mnuchin and Senate Majority Leader Mitch McConnell.
“Our proposal is the exact same provision as last time,” Mnuchin told reporters Thursday as he and congressional Republicans work to finalize a series of stimulus bills that will form the counteroffer to a plan from Democrats.
That would mean:
1. Individuals earning up to $75,000 would receive a $1,200 payment for themselves and $500 for their dependent children
2. Couples earning up to $150,000 would also qualify
3. The payment amounts phase down for singles earning up to $99,000 or $198,000 as a couple.
Using the same parameters as the last round of stimulus payments would mean that the Internal Revenue Service could quickly deliver the money to people’s bank accounts and mailboxes. The IRS prioritized getting direct deposit information for households earlier this year, so the agency could deliver millions of electronic payments and not be slowed down by mailing paper checks.... Republican leaders in the Senate, White House Chief of Staff Mark Meadows, and U.S. Treasury Secretary Steven Mnuchin spent the weekend putting the "finishing touches" on the next round of coronavirus-related spending, Meadows told reporters on Sunday night. It will also include business tax credits. About $105 billion in spending is slated for schools and $16 billion for test-and-trace efforts, reports ABC News. The latter program was one of several that divided Republicans: President Donald Trump had insisted on a payroll tax cut, which caused some delay, but after the pitch met with opposition from many Republicans and Democrats alike, the proposal was dropped. Mnuchin acknowledged over the weekend that the tax incentive did not provide immediate relief, unlike the planned second round of direct payments to Americans with modest incomes. Likewise, the administration caved on an effort to zero out any new funding for testing, tracing, and the major federal health agencies involved in fighting the pandemic. I just learned that Covid relief bill was 5,593 pages long. You might expect that a bill that long would contain a whole lot of stuff that has nothing to do with Covid-19 relief. Well, you would be right. Two new museums - one for women, and one for Latinos. And a Theodore Roosevelt presidential library. And a whole lot of other stuff that has nothing to do with Covid relief. Even Occasional Cortex complained about its length. Congress reached a deal on Sunday to pass $2.5 trillion worth of COVID-19 relief for families and businesses. But until Monday afternoon, no one knew for sure what was actually in the bill. Well, the 5,593 page behemoth has finally been released to the public, as well as to the curious legislators who are supposed to vote on it. Just printing this monstrosity was a nearly fatal task: The file containing it was so unwieldy that it kept crashing Congress's computers. The main thrust of the bill is to provide $600 per person to people below a certain income threshold and to expand the Paycheck Protection Program for various businesses. But that's not all—not by a long shot. For instance, the bill also instructs the Smithsonian Institution to create two new identity-based museums: one for women, and one for Latinos. (The legislation refrains from using the phrase "Latinx.") The bill also takes a position on the reincarnation of the Dalai Lama, expressing that in the view of the U.S. government, "the wishes of the 14th Dalai Lama, including any written instructions, should play a key role in the selection, education, and veneration of a future Dalai Lama." The bill includes a provision prohibiting any federal funds from being used by the Association of Community Organizations for Reform Now (ACORN), an activist group that no longer exists in the United States. It attempts to normalize U.S. foreign relations with Sudan, criminalizes illegal streaming, and creates a plan for building a Theodore Roosevelt presidential library in North Dakota. In short, this is an everything-and-the-kitchen-sink bill. It contains dozens if not hundreds of policy proposals that ought to be considered on their own merits, not attached to pandemic relief and smuggled into law by a desperate and confused Congress that has no idea what it's voting for. Rep. Alexandria Ocasio-Cortez (D–N.Y.) complained, quite reasonably, that it's crazy to expect legislators to commit to voting for a bill they scarcely have time to read. Congress is expected to vote on the second largest bill in US history *today* - $2.5 trillion - and as of about 1pm, members don't even have the legislative text of it yet.

The debt has reached the point that it can't be fixed. And, if anyone actually tried it would cause a global economic collapse. There is no way out now. We've been taxed into poverty since before we were born. So, I don't have a problem with "giving" poor working people a $2000 helping hand. But everything else in this monstrosity should be eliminated. $600 is an insult; especially when they can give billions to Bill Gates.

President Trump appears to be vetoing the massive $900 billion coronavirus stimulus bill passed by Congress yesterday, slamming it for being full of “wasteful and unnecessary” items.
“Throughout the summer, Democrats cruelly blocked COVID relief legislation in an effort to advance their extreme left wing agenda and influence the election,” Trump announced.
He added that “it’s taken forever” to get a bill together, and now it “is much different than anticipated.”
“It really is a disgrace,” the President urged, demanding that Americans have stimulus checks upped to $2,000, while all manner of pork, including mountains of foreign aid, be stripped out of the legislation.
“Send me a suitable bill or else the next administration will have to deliver a COVID relief package and maybe that administration will be me and we will get it done,” Trump raged.
Before the bill passed the Senate Tuesday, Senator Rand Paul, one of only six Republicans who voted against the legislation, slammed it as an ‘excessive’ waste of money, and said that all Republicans voting for it are no better than the ‘socialist’ Democrats they routinely criticise.
“When you vote to pass out free money, you lose your soul and you abandon forever any semblance of moral or fiscal integrity,” Paul urged.
Paul also noted that it would have been impossible for anyone to have read the bill:

The difference, however, is that Paul and Cruz voted against the bill, where as AOC just voted in favor anyway.
The bill passed the House 359-53 and the Senate 92-6, but now it appears Trump will send it back.

The real scandal of the spending bill. A new article from Ron Paul. Last week Congress passed a massive coronavirus relief and omnibus spending bill. President Trump threatened to veto the bill, saying he wants an increase in the amount for “stimulus” checks authorized by the bill from 600 dollars to 2,000 dollars. The checks are designed to help those harmed by the lockdowns. President Trump also demanded a cut in some of the wasteful spending contained in the bill, such as the ten million dollars for gender programs in Pakistan.
At the 11th hour, however, President Trump signed the bill.
President Trump’s veto threat came after many people complained that a 600 dollars one-time payment was insufficient, and that the payment could be higher if Congress cut spending on militarism, foreign aid, and corporate handouts.
The text of the 5,593-page bill was made available hours before the votes in the House and Senate. Representatives and senators were told the bill had to pass immediately or else government would shut down around Christmas. This does not excuse voting for the bill. Congress should have refused to vote for this bill until members had time to read it. Those who voted “yes” should not get away with claiming the bill needed to be passed before members could read it.
While it is understandable that many are outraged over the way this bill was rushed through, the real outrage is that the rushed passage of omnibus bills has become a yearly Christmas tradition on Capitol Hill. These spending bills are always full of outrageous special interest giveaways. This practice denies the average member of Congress a meaningful role in carrying out one of Congress’ two most significant constitutional duties — funding the government. Congress long ago abandoned its other main constitutional responsibility — declaring war.
Whether 600 dollars or 2,000 dollars, a one-time stimulus payment is hardly adequate compensation for the suffering the government lockdowns have inflicted on the American people. Stimulus checks will not reopen closed small businesses or stop increases in domestic violence and substance abuse. A government check will not restore educational and development opportunities denied to children stuck at home struggling with “virtual education.” A one-time check will not compensate workers for the health problems developed due to having to wear a mask for eight hours a day. The only just solution is to end the lockdowns, and never again allow overblown fears to justify shutting down the economy.
Funding the government via massive omnibus bills drafted in secret and rushed into law concentrates power in the hands of a select few representatives and senators. It also gives the president excessive influence over the appropriations process. This is exactly the opposite of what the Framers intended when they gave Congress power over government spending.
This situation is the inevitable result of a government that tries to maintain the fiction that republican institutions are compatible with a welfare-warfare leviathan. Congress will continue to indulge this delusion until the system collapses. This collapse will likely be brought on by a collapse in the dollar’s value.
The combination of the high-profile coronavirus bill with this year’s omnibus spending bill has brought new attention to Congress’ practice of funding the government via massive, unread appropriations bills. Hopefully, the anger people are expressing, instead of just disappearing once people receive their checks, will strengthen the movement to return to free markets and limited constitutional government. $600 Stimulus Checks Won’t Pull America Out Of This Mess…

Well, it looks like we are going to get $600 stimulus payments from the federal government after all. Oh goody! For the millions of Americans that are on the brink of being evicted from their homes, that will be enough for about half a mortgage payment or about half a month of rent. Many are referring to this as America’s “let them eat cake moment”, and that probably is not too far off target. As our politicians spend hundreds of billions of dollars on other nonsense, we are supposed to be deeply grateful to them for tossing a few hundred bucks our way. But the truth is that $600 dollars does not go as far as it once did. 20 years ago, it would have bought more groceries than any of us could have possibly put into a single vehicle, but today it will buy about two carts of food and maybe a tank of gas.
If we are going to go “full Weimar” and destroy any hope of ever getting our national finances under control, we might as well make the checks big enough to smile about.
But while you get a measly $600, the federal government is spending $6,900,000 on a “smart toilet” which can actually recognize a user’s “analprint”…
In his latest report on federal government waste, a project he completes every year, Sen. Rand Paul (R-Ky.) highlights $54.7 billion in government spending that he deems wasteful. Among the items noted this year is the creation of a $6.9 million “smart toilet,” which operates with three cameras, one of which can identify a user’s “analprint.”
As explained in The Festivus Report 2020, researchers at Stanford University used $6,973,057 in funds granted through the National Cancer Institute, which is part of the National Institutes of Health (NIH) to create a so-called “smart toilet.”
Really?
Just when I think that it can’t possibly get any worse, the federal government comes up with even more bizarre ways to waste our tax dollars.
At least if we were only spending what we brought in I could live with that. But instead, we have been stealing more than $100,000,000 dollars from future generations of Americans every single hour of every single day ever since Barack Obama first entered the White House.
I am not just picking on the Democrats. At this point most Republicans have abandoned any pretense of fiscal responsibility, and that fact makes me sick to my stomach.
Today, we are 27.5 trillion dollars in debt, and soon it will be 30 trillion dollars.
If we are going to liquidate the nation anyway, let’s give people checks that are so large that they will be dancing in the streets.
Because giving people $600 checks in this economic environment is essentially the equivalent of spitting into Niagara Falls.
Let me try to illustrate what I am talking about. Right now, there are 12 million U.S. renters that are more than $5,000 behind on their rent and utilities…
The newest data from Moody’s Analytics shows about 12 million renters are now at least $5,850 behind in rent and utilities payments — and eviction protections expire in weeks.
Okay, so let’s assume that all of those people get $600 payments on a timely basis.
In the end, on average they will still be about $5000 behind on their payments, and the start of a new month is right around the corner.
And there are millions of other Americans that are living so close to the edge financially that they have been putting their rent payments on a credit card…
There’s been as much as a 70% percent increase from last year in people paying rent on a credit card, according to an analysis by the Federal Reserve Bank of Philadelphia.
“If you’re putting your rent payments on to a credit card, that shows you’re really at risk of eviction,” says Shamus Roller, executive director of the nonprofit National Housing Law Project. “That means you’ve run out of savings; you’ve probably run out of calls to family members to get them to loan you money.”
Yes, $600 will help.
But not much.
For 32-year-old Jo Marie Hernandez, $600 might buy a little bit of time, but what she really needs is a new job…
Jo Marie Hernandez doesn’t know how she and her 4-year-old daughter will survive after her unemployment aid lapsed this weekend.
Hernandez, who lives in Olean, New York, is on the brink of losing her home in days after she lost her job as a customer service associate at a gas station in the spring. Enduring prolonged unemployment, she’s struggled to make ends meet and has nothing left in savings to keep her afloat.
I can’t even imagine the emotional pain that she must be going through right now.
When you have a young child and you are about to be thrown out into the streets, nothing else really matters…
“I only have $100 left to my name. My whole world is shattered,” says Hernandez, 32, who was forced to put her car up for sale. “We can’t wait a few weeks for help. We’re starving and will be out on the street soon.”
Sadly, there are millions and millions of other Americans that are facing similar scenarios right now.
This is what an economic depression looks like, and economic conditions are going to continue to deteriorate moving forward.
Many on the left are assuming that future stimulus checks will be bigger once Joe Biden gets into the White House. But every additional dollar that we borrow makes our long-term problems even worse.
Our national debt continues to spiral wildly out of control, the money supply is shooting up at an exponential rate, and we are mired in the worst economic downturn since the Great Depression of the 1930s despite unprecedented government intervention.
This is the big meltdown that everyone has been waiting for, and we are still only in the very early chapters.
So no, $600 stimulus payments won’t actually fix anything.
But hopefully they will ease the suffering slightly as the U.S. economy continues to relentlessly steamroll toward oblivion.

That Covid-19 bailout prohibits states from cutting taxes. It also prohibits states from creating new tax credit programs, such as those used to expand school choice. How is that constitutional? I don't know. Buried within the $1.9 trillion emergency spending bill that Congress sent to President Joe Biden's desk on Wednesday is a provision that could effectively block states from cutting taxes if they accept federal bailout dollars.
That provision, added to the bill by the Senate last week, could put a halt to several states' plans to cut taxes this year as a way to stimulate economic growth following the COVID-19 pandemic. Depending on how the text is interpreted, the measure could also make it illegal for states to create new tax credit programs like the ones that have become a popular mechanism for expanding school choice. Critics say this expansion of federal control over state policymaking is murky at best, and potentially unconstitutional.
First, the basics: The COVID-19 relief-bill-that-isn't-really-a-relief-bill contains $350 billion earmarked for state governments, local governments, and Native American tribes. That money is supposed to help governments fill temporary budget holes created by the pandemic—even though the funding vastly exceeds actual state and local budget shortfalls, as Reason's Christian Britschi has previously reported. States are in such non-dire straits, in fact, that about $150 billion of the state aid distributed as part of last year's Coronavirus Aid, Relief, and Economic Security (CARES) Act hasn't even been spent yet.
Since the federal government is giving states money that they don't need, there are two things state lawmakers can do: Use the federal money to grow government spending or pass that extra cash along to taxpayers by lowering their tax burdens.
However, the Senate inserted language in the American Rescue Plan expressly telling states that they "shall not use the funds provided…to either directly or indirectly offset a reduction in the net tax revenue," or do anything that "reduces any tax (by providing for a reduction in a rate, a rebate, a deduction, a credit, or otherwise) or delays the imposition of any tax or tax increase."
That same section of the bill also bans states from depositing the federal bailout into their public pension funds. That's probably a good idea, but it's pretty ironic considering that the American Rescue Plan also contains a completely indefensible bailout of some private-sector pension funds run by labor unions.
The bill doesn't categorically prohibit any changes to state tax policies, but "adjudicating what counts as indirect use to facilitate a tax cut is messy," Jared Walczak, vice president of state projects at The Tax Foundation, a nonpartisan tax policy think tank, tells Reason. "States will receive federal aid regardless of their budget situation, and many potential uses of that funding could theoretically offset the need to spend state dollars. If that is enough to block a tax cut, states could find themselves barred from cutting taxes even though they could have done so without taking a dollar in state aid."
And because the language also forbids states from using the federal bailout to forgo a potential tax increase, it may prohibit using the aid to repair state-level unemployment insurance trusts funds that have been dented by pandemic-related unemployment. Instead, states like Maryland might have to go through with a 600 percent hike in unemployment taxes despite getting a windfall from the federal government.
But the biggest losers are states like Mississippi, New Hampshire, and West Virginia that were planning tax cuts next year and now might have to worry about the feds dragging them into court if they do. "This is terrible, this is absolutely terrible," West Virginia Gov. Jim Justice, a Republican, said Tuesday.
Do states have a choice? They could simply return the bailout dollars to the federal government unspent, of course, and then no restrictions on their use would apply.
Or there might be a legal remedy. The Wall Street Journal editorial board suggests that the provision could violate the Supreme Court's "anti-commandeering" doctrine that prohibits the federal government from dictating policies to states—that was a bit of an issue in the pandemic's early days too, you might recall, but for very different reasons.
Even if this bill passes constitutional muster, however, it's clearly a coercive provision that ties the hands of state policymakers. If Congress doesn't want states to use bailout dollars for certain purposes, it could more easily accomplish that goal by simply not bailing out states that don't need the help. No that’s not right at all!
DC should have no say in what state X or Y does or does not do for their state taxes, or what state tax credits they provide! Absolutely none of their business. That is up to the people and the legislatures of each state.
I’d like to think that the Supreme Court would toss this provision in a heartbeat, but... lately they seem to be going by something other that the actual wording or intent of the constitution. Very alarming to say the least.
