The "moderate" ones, supposedly. Because we're not involved in enough wars yet. ...A new military training program, if implemented, would supplement a small train-and-equip program led by the Central Intelligence Agency which Mr. Obama authorized a year ago.
U.S. officials said the new military program would represent a significant expansion of Washington's public efforts. U.S. officials don't discuss the CIA's limited training program because it is covert.
In a commencement address at the United States Military Academy at West Point on Wednesday, Mr. Obama will signal backing for the new training effort by saying he intends to increase support to the armed Syrian opposition, including by providing them with training. Mr. Obama isn't expected to provide details about how, or where, that training would be accomplished.
"The president will make clear his intention to expand our support to the moderate Syrian operation and increase our support to Syria's neighbors, who are dealing with the terrorist threats emanating from the situation Assad has created in Syria," a senior administration official said.
The proposed military training mission has been the subject of a nearly yearlong Obama administration debate pitting top American diplomats seeking leverage to pressure Mr. Assad against Pentagon leaders wary of open-ended commitments that risk deepening U.S. involvement in another messy Middle Eastern conflict.
Defense officials said it was unclear when training, which would be undertaken by U.S. special-operations forces, would get under way, citing obstacles that include how the Pentagon will vet prospective rebels for the program.... Onward and upward, airforce

Didn't the CIA help train Osama Bin Laden's band of merry moderates in the early '80s to fight the Soviets in Afghanistan?

As rumored, President Obama has promised aid to the Syrian rebels. it's part of a $5 billion "partnership fund" to help to help countries fight terrorism. Yeah, that's the ticket. ...In the commencement address at the U.S. Military Academy in West Point, Obama laid out his approach to foreign affairs for the rest of his presidency built on a commitment to act in concert with other nations, and shifted the fight against terrorism from Afghanistan to more diffuse threats around the world....
Obama announced a $5 billion proposal to serve as a “partnership fund” to help countries fight terrorism on their soil. The White House said Obama would work with Congress to find the money for the program in the tight federal budget.
The funds would train and equip other countries to fight "violent extremism and terrorist ideology." (...) Onward and upward, airforce

If throwing money at problems fixed them, I have a list of problems that need fixing. Maybe I should apply for support?

What could possibly go wrong?... I was about to right something expressing exactly the same concerns. These people never learn.
On equipment: You get what you inspect, not what you expect. On training: Our drills are bloodless battles so that our battles are bloody drills. On tactics: Cheating just means you're serious about winning.
